I think you need to check your math. How do you get there you ask, well, lets try this
16 pennies, in zone D at 2 points each times 3 for being in upright jug times 2 for split between the two jugs
16*2*3*2=192
4 Legos, in zone D at 4 points each times 3 for being in upright jug times 2 for split between the two jugs
4*4*3*2=96
4 Ping Pong Balls, in zone D at 6 points each times 3 for being in upright jug times 2 for split between the two jugs
4*6*3*2=144
1 tennis ball, in zone D at 8 points times 3 for being in upright jug (can't split it)
1*8*3=24
192+96+144+24=456
And then you get the 15 points for the robot in zone D
And you can use the excel file on the NSO website to verify this without too much trouble.

What is the significance of having 2 jugs? If you use both bonus jugs do you recieve more points

I KNOW there is a bonus, and I don't even have give my usual warning about my comments not being official! See rule 6.b.v.
If your coach hasn't provided you the rules, insist on it! How can you compete effectively if you haven't read the rules to understand the task!!

I'll admit, that rule was hard to write clearly and I'm to close to always see what's wrong. Since I'm always trying to improve how we write rules, how were your coaches interpreting it? My coaches thought that just if you used one of the bonus jugs you would get a 2x bonus, so the second bonus jug was pretty much just used as a convenience. We knew we had to be doing something we were doing wrong.

Right now avg. score is around 150-200
, but steadily improving!
How bad would that do in a competition?
Has anyone competed at States? If so, what were the scores you saw?
