They didn't do it at my competition, but I'm guessing at some competitions they will have a monitoring system, where the supervisor can see what you're doing. The password thing could be the IM thing though. It's just in the rules for some reason.

The only way having your own website can be totally legal in the competition is if it is 100% publicly accessible. That means you cant use a password or anything

that's only DURING the competition, before and after the competition, you can make a password if you want to.

Yeah, that's the point of the website. It's like the sheet you would bring into other events, for reference.

No, the website is the only material you can have. You can't bring a sheet or binder.

I think they were saying that a website allows you more stuff than a sheet or binder, not that you're allowed to bring more than just the website.
