An IRC is an internet relay chat. Basically, when you use the chat link on Scioly.org, you are using a program (client) called KiwiIRC to connect to a server, irc.chat4all.org. (Think of a client as a web browser, but for IRC servers and channels). Each server has multiple channels, and we are on a channel known as #scioly. The Kiwi client on Scioly.org is configured so that it automatically sends you to the #scioly channel. Now, Kiwi is just a client, and in theory you could use any client to connect to the #scioly channel. Until late 2016, the default client was a program called Mibbit. We all had some fun times in Mibbit...
