No, it doesn't. Naturally the causes that led to the recession will no longer be issues, and recovery happen.

The government won't spark the recovery. They've already tried. It hasn't worked.

The government has substantial influence over the economy, but they will not be the reason for it's recovery (or further downfall, for that matter). They never are.
