Thanks to starpug, apparently its not latin at all its something called lorum ipsum. Both this paragraph and the blue cobra kill attempt are in it. Ive been looking and im not sure there is any way to translate it perhaps gh would know.

I think the blue cobra paragraph was taken right of gh's wiki page which is in lorum ipsum--EDIT: I lied its not, it shares some similar sentances, the assassiantor didn't have to know about ghs page, if you google "text filler" then lorum ipsum is the first result

Lorum ipsum is used mostly for space filling and apparently has no real way to transelate it but is typically dereived from something. I think it doesn't matter what it means and its either filler to confuse us or has something to do with that group of letters.

I tried a ceasarian shift with the identity clue and got gibberish for everything, which leads me to believe, as fmtiger said, that it is a substitution cipher. I also tried vigenere on the victim clue and got gibberish (someone please make another attempt, I was in a hurry). Maybe throw "jxbbsme" through ceasarian shift?

ive tiried basically everything--I htink you can continue to try incase I missed stuff. THere might be more than one layer of transltion. I dont know. Im just going to do this
