With a control group, the epidemiologist will be able to tell what a variable changed in the study. For example, if there is a group of people with a certain disease and a similar group of people without the disease and an epidemiologist finds out that a significant number of diseased people were exposed to tomatoes as opposed to almost no one exposed in the not diseased group, the epidemiologist can conclude that the tomatoes might have been the cause of the disease.

An epidemiologist studying an outbreak of E Coli finds out that the more hamburgers someone ate, the more the person was at risk for contracting E Coli. Why is this information important?

This would suggest that hamburgers caused the E. coli outbreak (dose-response relationship), but more inquiry would be required to conclude anything.
