I'm trying to get 10/14 tasks ready for the Boyceville Invite on 12/2 with no battery bonus, but that's probably too ambitious.

Regarding the water task, you can also have a cup full of highly concentrated salt water with your electrodes just above the water level, so the addition of a small amount of water will close the circuit.

Well, let's look at it this way:

Vinegar (~5% acetic acid, balance water): Here's a random googled MSDS that indicates it is not hazardous and requires no special handling equipment https://www.cos.net.au/msds/SAUC3010.pdf

Glacial Acetic acid (100%): Here's a random googled MSDS that incidates you need splash googles, gloves, full body suit, boots, and a respirator to safely handle it http://www.sciencelab.com/msds.php?msdsId=9922769

Same chemical obviously, just a different dilution. Now MSDS sheets take a pretty grim outlook on things, but I'm not going to let you run a machine with 100% acetic acid. Vinegar, no problem.

Very hazardous in case of skin contact...of eye contact...of ingestion. Skin contact may produce burns. Severe over-exposure can result in death.

inhalation of the product. Suggested protective clothing might not be sufficient; consult a specialist BEFORE handling this
product.
I'm not coming to judge you with a vapor respirator, so even if you have one for yourself I'm still not going to let you run a machine with 100% acetic acid or 20% HCl in it :P

I'm curious, what are you looking to do with HCl (in whatever concentration)?

Probably a reaction with a metal that is high on the activity series to produce Hydrogen gas to fill the balloon.
(That's what I was looking to do anyways)

Well, a reaction with HCl seems like the best way to create a 3-min chemical timer (which I'm trying to do while blowing up a balloon). @PM2017, I was also considering that at first but I believe hydrogen gas is banned. I've got ideas for other reactions with HCl.

The change essentially includes "scoring" as one of the things that stops after the End Task/180 seconds. There are many possible implications; for example, you cannot incur penalties after this point. Say your device catches on fire, but the event supervisor deems it not a safety concern and allows it to continue running. With this clarification, you would be able to put out the fire after the end of your device run without fear of incurring any penalties (I took this example directly from something Uncle Fester posted some years ago).

Regarding the other clarifications, I believe something along those lines was mentioned at SOCA (that they were not intending to emphasize the "chemical" and "reaction" parts), though I don't remember exactly.

With the rule clarification for 4.b.vi, doesn't any transfer that satisfies 4.b.iii satisfy 4b.vi (i.e. transfers that produce light activating a photocell use light to initiate the next transfer)? I know there can't be any parallel tasks/one object can only be used for one action, but what's the point of keeping 4.b.vi? To have 2 light initiated actions?
