That's a really close margin. That probably could've gone either way.

Maybe there was a tie and even after all the tiebreakers they were still tied?

You get .5 whenever you tie in an event.

Does it specify in the official rules whether or not they have to use tiebreakers? Or is it just suggested?

On the tests there probably were tiebreaker questions but I think we had ties in the building events.
