What about 25 and 36 (which I believe the clue refers to since it uses all of the letters)? My guess is that 36 is the correct base, for it has all of the letters. I also believe that the number converted to base 36 will contain the name of the victim (This type of clue has been used in previous games.).

In base 36, the message is VR9RPRTWTF4S, which I don't think means anything... I am going to protect myself though, because the resulting string has one more character than the number of characters in my username, and in the sassy's sig, my name is misspelled with one extra letter. Therefore, sassy thinks I have 12 letters in my username, and there are 12 characters in the base 36 output.
