Don't apologize for asking questions! It's what get discussions going and helps everyone improve. We have been using fins cut out of foam boards. However, I'm not sure if that's the best materials since the foam boards are kind of thick. I think my team might try to 3d print some very thin fins. Otherwise, thin balsa fins would probably work well too. (Make sure it's not too thin as some strength is needed)

My coach got our launcher from amazon: https://www.amazon.com/EZ-Launch-Bottle ... 168&sr=1-7

This launcher works quite well imo. (You just hook a bicycle pump to it and you'll be ready to go)

I'm sure you could probably find videos to build your own for cheaper if your team's got the time. (It shouldn't be that complicated).

What's a good size for the parachute? I don't want it to be too big and have trouble opening, but I don't want it to be too small either and fall faster. is it mainly just trial and error or is there a size that just works well?
As for the material, I was planning on using vinyl tablecloth. It that too heavy?

try something light yet durable
not too thick either
mostly trial and error, start small and work your way up, vise versa
it's not about the medals; go out there and have fun. make progress, learn a few things and have one heck of a time; that's all that matters.

Trial and error is the best way of determining your parachute size.

I've tried vinyl tablecloth, and in my experience it seems too heavy for a parachute.

Yes, it fits very well, as long as the neck flange is smaller than 1.6 cm (As complied with the rules)

National just posted a rules clarification which limits the maximum pressure to 65 psi.

Are any of you using backsliders? Would that still follow the rules regarding the nosecone?

Can the same launcher used for Division B bottle rockets be used for this event as well?
