Could be when the person was killed in a previous Assassinator game. A quick check reveals that the Assassinator didn't kill anyone on 3/11/18. Maybe 2017?

- Stalin died March 5th [scioly kill date March 1]
- Saddam Hussein died December 30 [scioly kill date December 24] [not very likely that the Sassy will look into last year]
- Benito Mussolini died April 28 [scioly kill date April 24]

I think the reasoning behind saying it is Caesar, is because the cipher used here is a Caesar Cipher.
