Alright, my question:

why would a 7.5 minute quad in Wisconsin be more narrow (longitude) than a 7.5 quad in Texas?

The lines of longitude get narrower as they go towards the north pole or south pole. Texas is closer to the middle, where the lines are the widest. Wisconsin is north, so the lines are closer together.

Ok, since nobody posted a question, I'll go again.
Q: At airports, How do you determine the Runway number for a specific runway, given that you have a protractor. (by named, I mean a number, then sometimes a letter.)

Hopefully this is right...
To determine the runway number, it's the direction of the runway in tens of degrees from magnetic north. So, using the protractor, find the azimuth of the runway (not sure where you measure from), then divide by 10, round to a whole number, and subtract the magnetic declination. For the letter that sometimes comes afterwards, there may be 2 to 3 parallel runways (thus all having the same number), and R would refer to the right one, C would be the center one, and L would be the left one, designating the position when approaching the runway.

Isn't it the contours that are underwater, and indicate depth from the surface level.
