The textbook I've been working from is Oceanography and Marine Biology: An Introduction to Marine Sciences, by David W. Townsend and it was published in 2012. Some sections of it seem to correspond quite well to the parameters stated, so I've been outlining the parts that I think will be useful.

Edit: I just looked it up on Amazon, and it looks like it's pretty expensive. Still, if you have a chance to get a copy, I really like it.

I would recommend any textbook from like oceanography or geology.

I just thought I'd mention, if you do get this book the sections don't exactly correspond to the rules chronologically- the index can help you find what you need pretty easily. Also, there are some topics that you'll still have to look up online, they're simply not in there.

Both 2008 and 2015 rules have a focus on physical and geological oceanography but the topics listed under Section 3 are somewhat different. Topics for 2008 included: seawater, salinity and sources of salt, measuring seawater properties, three-layered structural zones, plate boundaries, meterology, waves, currents, circulation, sediments, tides, and coastlines.
