Here's how it works. Every year, 60 teams get to go to Nationals from each division. Each state that's competing automatically sends one team. Three states (in B division) don't send anyone, so 47 states get an automatic bid. That leaves 13 slots, which are taken up by the second place team of the 13 states with the largest amount of teams. This changes every year, and it so happens that Kansas is the thirteenth largest state, so they get to send two teams to Nationals this year (for B division).
