What are your predictions for a winning div. c tower efficiency?

Actually, I think it would take around a 100-110 to medal. Last year, for div. B, the winning tower efficiency was about 45, meaning a 5 gram tower that held everything. This year, the towers are most likely 20 cm taller. An efficiency between 120 and 130 would mean towers that are between 5.25 and 5.5 grams. It seems extremely unlikely that there would be more than one tower that can be that light.
