When they say that the container has to be lower than the container it goes into, where is that measured from? The top of the container or the place where the actual BBs are stored?

I think the container.

It shouldn't matter as long as the containers aren't on the same level plane.

Most common Rule Of Thumb I've run into so far this season:

All material that lands inside the TO container (kindly ignoring anything that spills, as there's no mention of spilled material in the rules) must be HIGHER than ANY of the material in the FROM container at the start (at rest).

AND

Next action/step/whatever starts up SOLELY as a result of the stuff inside the TO container, subject to the ROT.

Would it be permissible for the entire lower container to be moved up before pouring its contents into the upper container?

If not, what if the lower container contains a bucket that already contains granular material, and that bucket is lifted out of the lower container?

My basic question is if it is required that the material be scooped out of the lower container before it is raised and then poured into the upper container.
