14 Div C teams last year. It changes for B and C every year depending on how many states with very small participation decline their invitations. This year Arkansas has joined SO and their state champ can go to Nationals. Some states send Div C but not Div B...lots of variables.

I'm pretty sure that's wrong. i believe 2nd teams are awarded in order of the number of registrations in that division, so if it happened that the last state to get a 2nd C team had fewer B registrations than a state which did not get a 2nd C team, then that other state would get the 2nd B team instead.
