There're fibers and polymers this year? Did they get rid of Water Testing?

Yep, water testing's gone, and polymers/fibers are new, but everything else (even the unknowns list) is the same.

Just a general thing
It seems that the Chem Events have added more to the Safety Requirements
"Long Pants AND LONG sleeved shirt to the wrist AND a chemical apron/lab coat"

I think that was the required apparel last year...at least that's what our coaches said. I couldn't even wear my t-shirt polo.

last year it was optional to have a long shirt under a lab coat now it seems like they want both.
Which is a bit redundant so :\

I think it's more there for the "chemical apron" part, or short sleeved lab coat, since a chemical apron doesn't cover the arms. I would be shocked if they actually checked that you were wearing long sleeves underneath a long sleeve lab coat, though I guess it doesn't hurt to be safe and do it anyway.

Always use the official rules, because that's what's "official". The stuff on Wiki is what people remember from doing the event or from past versions of the rules.
