I think the main problem is that a good portion of why an assassinator is considered 'good' is by how easily their clues are solved. Not actually how good or inventive the clues are in the first place.

true. but, sometimes if the clues are too easy, it isn't fun either. but good first suggestion, random. remember, the suggestions dont hav to be about the clues. they can be about any aspect that could be improved in your opinion.

Best possible clue: Difficult, but solvable. Preferably one that the officers get right before the deadline so there's a mad rush to protect. Or, preferably for the assassinator, one they get right after the deadline.
