Plan as if there will be, but there is no way to know this far out.
The virtual aspect of many competitions this year might open some interesting options if it cannot be held in-person.

I wouldn't be surprised if there were backup plans to host it on Scilympiad if our COVID situation is still really bad. I highly doubt they'd cancel nats 2 years in a row, esp now since they developed the new ways to play models.

I think there will be a National Tournament. Whether it will be virtual or actually in Arizona, probably too soon to guess. An effective vaccine showing up in November or December makes the live event a lot more likely IMO.
