Hmm... I think the issue here is two copies of the same cheatsheet makes sense, but I think there was an FAQ that specifically allows the cheatsheets to have different content(it'd be extremely difficult to nearly impossible to enforce anyway), so I think it would make more sense to have x number of cheatsheets per team, rather than per person.
I believe the Crime Busters rules this year have changed from per team to per participant? I'm curious as to what the rationale behind this is.

Yes, that's the point. The rationale behind "you can have a copy per person" makes sense, except that nobody has time to enforce a rule that they are the same, so there isn't a rule like that.
