If not enough Tier 1 scores then they'd go with the best times in Tier 2, then Tier 3 etc.? You'd think any shot with a parachute deployment, regardless of whether it hit the ceiling would be more worthy of being ranked than a rocket that just went up/down without the parachute deploying. Oh well, rules are rules, we just try to play within the boundaries.
