I believe it means you can't have things like sticky notes on it, but I could be wrong. My reading of that is that you can have one sheet of paper. I think the operant word was omitted from your quote: "without any annotations or labels affixed." You can't, for example, affix a sticky note to your notesheet with additional information or annotations.
