Wdym yikes? This effectively neutralizes all super wide boomis (which weren't very effective ngl) and paves the way for a chimney boomi meta to be rampant this year. (This years rules make boomi way easier ngl) Any "good" chimney boomi would be well within 8cm gap the vertical contact lines are giving you. As for the boomi weights its gonna be an interesting distribution of weights... I was able to get boomis that weighed 5.8-6.4g to hold 12-14.9kg last season so maybe the most competitive boomis end up in the 7-8g region and would hold 15kg sooo scores would definetly be over 2k (Div C). I'd expect national boomis to reach near or more than 3k as people figure out how to boomi (Again for Div C). Right now all teams that got a strong design made that topped 2k last year will be well ahead of most teams as these teams are using 2 types of designs mainly (Which shouldn't violate the rules).

As previously stated for the 8cm rule, is the top part of the boomi (the part that connects to the hook) also have to be on the outside of the 8cm? Or is it that since it isn’t technically touching the wall, we could make it smaller than 8 cm?

The base of the boomilever (the part that connects to the hook) should not have to touch the testing wall at all if it is built correctly, so yes you can make it smaller than 8 cm.

Lol. How else do you think I was able to stay on par with the national champions and national runner ups last year? (Both Stevenson and New Trier are in my state and I'd beaten them on some occasions last year ;) ) Also Silica Gel Beads. Use them.

They scored in the 1800-2100 range when I competed with them all the way to state. At nationals they scored between 2100-2300 I believe.

I close friends with one of the builders on the New Trier team. As for the other team... Uhhh no. Although I definitely got good looks at all their designs.

8cm width --> a tad bit heavier boomis (I'd guess 0.3 grams, up to .5 or even .6 grams more), in addition to that, you would have to build boomis that hold 15 kg 80%, if not 100% of the time, which would result in extra weight. Based on what you said, your boomis never held maximum weight... so I'd guess a significant increase in weight would be required for boomis to hold max weight consistently. I wouldn't be surprised to see many 8 gram boomis midseason, and 9 gram boomis early season. Boomis can get up to 3k, but I doubt it would; 2.7k would be approx the max, even at nats.
