We get regionals tests back right after the awards ceremony, but we've never gotten state tests. We have found grading errors in regionals tests, but we've never contested them since they didn't affect whether we got a state bid.
I've always assumed that non-invitational competitions (especially state) don't return tests because (a) they don't want to deal with the onslaught of complaints about bad grading and (b) they want to be able to reuse some part of the test next year.

Tennessee gives the exact scores and the placements in a spreadsheet on the website for State, but we've never been given the tests back...
As for the Chattanooga State Community College Regional, we never get the tests, but they give the placements in the events. They show the 6 medals, and then they show everyone else in n+1... And I don't like that.

SoCal (states and regionals) doesn't return exams, but they do answer questions about them. I remember when we got 22nd/30 at XPD in 2016, Bear actually talked to the XPD supervisors and got feedback for us, which was nice. Thanks, Bear!
I've been told NY doesn't really do arbitrations/score questions at all. My friend went to Great Neck South, which finished 4th in 2016 and 2017. One year, they really tanked 1 or 2 written events--I don't remember the details--that'd they'd always done well in and felt good about. They asked States if there was a grading error or something that went catastrophically wrong, because they were apparently close enough that if they didn't tank those 2 events (even if they didn't medal in them), they would have gotten 2nd. NY refused to look further at the situation.
MA state also had the fiasco in 2017 where AB won 1st, but then it turned out they broke a rule that would disqualify one of their events and put them 2nd. At that point, it was too late for Newton South to go to Nats, even if they were officially the state champions. Of course, this wasn't as fiery of a debate as Ohio 2016.

Tl;dr was they announced Mentor got 2nd and it turns out that was a mistake. Then they found out Centerville did something during competition that either sketchy and deserving of event disqualification, or perfectly within the rules and trivial. Of course, disqualification would change up the top 3.
Is it actually sketchy and deserving of event disqualification? I'm not a build event kind of person, so I don't have a personal take. But either way, there was of contrasting opinions on this issue, and that's why the thread was so long.
