No, Circuits will be an event next year and the topic will be Shock Value. At this point, we don't know whether the event will be called Circuits or Shock Value. In the trial events of the soinc website, there are rules for both Circuit Lab and Shock Value. However, they're different events and those are NOT the rules for next year.

The topic of the event next year will be Shock Value. It means nothing that there are trial rules for both Circuit Lab (a C event) and Shock Value. Is that better?

Circuit Lab (without the "Shock" topic) was very easy when it was in Division C. This event looks like it will cover a little broader of a topic range but go far less in depth. Should be pretty straightforward once the rules come out and you know which topics can be tested.

Yep - in a nutshell, that's good general advice.
Study the concepts that you'll need to know. You won't know exactly what those are until you get the rules, but it appears it will be very basic electromagnetic theory.
Then work through the problems. Circuit Lab was a lot of calculations. Once you understand each specific concept, apply them. Get as many practice questions as you can, and work through them.
Circuit Lab, when it was in Division C, basically covered the following:
-Electronic Theory (Relationship between charge, energy, and power)
-Relating Voltage, Current, Power, and Resistance
-Calculating resistance and capacitance in series/parallel circuits (using Ohm's and Kirchoff's Laws)
-Capacitance in series/parallel
-Resistance-Capacitance Time Constants (charge after x time constants, etc)
-Different electronic components and their functions
