Since the centerline bosus also states 'between starting line and target point' would it be true that a vehicle that is 1 cm short of target but straight as an arrow would not receive bonus?

I don't think so. 7.e has the phrase "while the vehicle travels" - so if it stops short of the target, it's stopped traveling, and the bonus would be applied based on the run. The purpose of the "between starting line and target point" is to emphasize that the bonus still applies if it veers off-center, beyond the target point.

So it's to your advantage to have 30cm wheels in the front or back, or both, which is the maximum width, to ensure the center tape is completely within them.
