No, that's the contingency plan in the event of heavy snow. Right now it doesn't look too bad. 1) The 2/27 date is right now very tentative. An official announcement will be made early next week.
2) I would ask, as I have done here in the past, that there is NO discussion of actual questions, stations, etc... of ANY NY Regional event tests until ALL 11 Regions have had their competitions.
