Reeds for Woodwind?

I am making a woodwind instrument for the competition. I read the rules and saw that professional equipment, such as manufactured reeds aren't allowed, but am I allowed to make reeds out of reed blanks, or do I have to split the cane myself?

"Parts taken from or built for toy or professional instruments".

A reed blank is split, planed, and prepared, and sold for use on musical instruments. It's hard for me to see how it wouldn't be illegal under this rule.
