What does it mean when it says "Garnet and Tourmaline varieties should be identified at the group level, except for Almandine"? When we see almandine, we call it almandine, but when we say willemite or zircon we only write "tourmaline" down?

The 2023 Rocks and Minerals list is found in the rules book--page 39 on the PDF version.

It is important to note that in the rules clarifications they mention Willemite and Zircon were mistakenly indented and are not part of the Tourmaline group. Because of this, the note you are mentioning does not apply to Willemite and Zircon, so just identify them normally. With that being said, I believe the rules mean that if you see any variety of Tourmaline you identify it as Tourmaline, and when you see any variety of Garnet except Almandine, you identify it as Garnet. If you see Almandine, identify it as Almandine.

I am a National Supervisor for Rocks and Minerals.
The superscript, which someone interpreted as an exponent, is a number for a footnote. So go to footnote 4 and the bottom of the last page of the list, which states "Rock Salt and Rock Gypsum, for identification purposes are considered the same, respectively, as the minerals Halite and Gypsum and do not need to be distinguished." In other words, you will not be penalized if you identify Rock Salt as Halite.
