From what I've seen, they're more likely to use random materials at a less well-run competition (i.e., Invitationals or Regionals), and more likely to use a well-defined building toy (e.g., K'nex, Legos, etc.) at the more organized competitions (States and Nationals). This is definitely true in New York; I don't know about elsewhere.

It would be unfair because the doers would not be able to put the toothpicks together and therefore would not be able to build the structure. At the regionals I went to, they told the writer that some stuff was inside the structure that we couldn't see which is fair but I don't think they can expect you to glue stuff because it is not easy o glue some stuff together.

i thought that you were not allowed to have pieces in the structure that the writer couldn't see. I mean, how is the the writer supposed to tell the doer to connect the pieces when you can't even see them?

Yeah, all the pieces must be visible to the Writer, otherwise it's kind of pointless.

Like the structure was a plate on an upside down cup and a toothpick was going through the middle of them both so that they would be connected. Then there was a coffee straw on top of the toothpick so you couldn't see it so the proctor told the writers that there was a toothpick under the coffee straw that was connecting the plate and cup.

Evidently at NY States this weekend it was random materials, which was a change from the past four or so years when it's been a building toy (Legos for the past two years).
Unfortunately, my team was DQ'ed in WIDI because the Doer forgot that he had an event at 10:00 and didn't show up until 10-15 min late... at which point they wouldn't let him in (of course).
