Generally, rather than a set number, it is better to be able to back everything you say up with a variety of references. For example, if you say something about the sun's magnetic field having a significant impact on your vehicle, you'll want to be able to prove that you can back that up with a source, possibly even a quote. Oh ok. Since references are literally only 3 points, I feel like they're not really as important as having solid Background research (worth 20 points) and a solid Design Rationale (worth 23 points.) Odds are you'll come up with plenty of references while doing background research. It looks like they just want you to include the references in your document like you would a research paper or journal article.
