Independent of this competition, I've been working on something that would be smaller and would be easier to manage due to its smaller scale (I could probably manage it on my own or with the help of one person), I'll have more details later on but it would basically be a small test (more like quiz) exchange based on google forms where you can still 'compete', with the hope that the smaller format will encourage more people to contribute. If anyone has any questions about that you can PM me.

There is no requirement. You'll most likely be working with others to write the tests, which will then be reviewed by other test writers, so quality of tests can be maintained without having to do vetting/tryouts for test writers.
The suggested requirements are just experience in the event and maybe a couple medals, but if you want to write a test for an event, go on ahead!

How will testing events be proctored or supervised?

Testing events will be tested (at time of publishing) via google forms with timeout (to keep it in 50 min interval). They will rely on the competitor's integrity because there's little for the competitor to gain by cheating and because there's no good way to regulate cheating
