Assuming nats does not get canceled, will SoCal bids go to NorCal or will a certain team be selected based on past performances?

lol nobody knows, this is quite an unprecedented situation. who knows, nats could likely be cancelled.

Are there plans for having a SoCal representative going to nationals?

I've never heard of a situation like this. I expect one would have to go back at least 15 years to find something similar. Perhaps people who've been around longer than I have can comment further on this.
I have been doing this since 2002, and there hasn't been anything like it. Some schools wouldn't let their teams go in 2002 due to 9/11 fears, but the tournament was still held.

This really stinks for the competitors that have been affected in any way. For all of those competitors, I (and I'm sure most Science Olympians) feel bad for you and hope this whole situation can be resolved and doesn't have to take any more people's Science Olympiad spirit away.

So now its just a matter of reaction to Covid-19, to which I see two options:

Quarantines and Lockdowns
These only slow the inevitable and cause economic damage, so they seem to be an inherently bad option.
However, they do give people comfort and allow for time for a possible vaccine to be developed - though the distribution time for such a vaccine would consist of a notable amount of time between creation and availability to the masses. (I still disagree with them though, because of the further amount of disruptions they cause)

On the other hand, you bite the bullet and continue life as normal, but take additional measures to ensure those most vulnerable are protected and that those infected can get access to intensive care if needed. This one packs less economic damage and disruption, but can lead to hospitals and medical services getting overwhelmed due to a larger influx of infected patients than they would under lockdown, and further threatens more deaths.

I'd prefer biting the bullet so life can continue, but I can easily understand the advantages to quarantines and lockdowns. I'm just not a fan of their disruptive properties (like cancelling states), but given that the other approach would mean a lot of sick teammates....

If we put emphasis on the lockdown approach, I'm almost sure nationals will be cancelled if Coronavirus doesn't peak at least 2 weeks before the time at which SciOly must make that call
