Seems to be a letter followed by 8 digits, the extra 2211 at the end maybe being a key or somethings?

According to Wikipedia, there was a rumor/urban myth about a video game called Sinnesloschen, which created odd effects on the brain so the government could study it. This game was also known as Polybius... and there is a cipher called the polybius square, which encodes letters as numbers 1-5. But... uhh... I'm having a little trouble with it. I don't really know what to tweak to make the number list (pasted below for convenience) spit out anything but gibberish. Someone else want to give it a go?

Yeah, that's exactly what I got. I think either we need to know what alphabet is being used... or maybe I went down the wrong path. Though I don't think that's likely. Is anyone here in Code Busters?
