The second part of the clue is talking about WWI (chlorine gas and new technologies + the great war). I don't get how it fits with 1949. The Indo-Pakistani War of 1947 was ended by the UN in that year. The Berlin Blockade was lifted. The arsenal could refer to nuclear weapons so TCS. But idk how they all go together. Also, I tried converting the numbers into text by assuming it was hex code, but only symbols came out.

Because WWI was called the Great War.

Could this mean the clue has an ID clue in it, or that the target might be the Assassinator?
(Sorry for jumping to too many conclusions at once.)
EDIT(again, and sorry): If it were only based on profile picture, it would be an easy clue, and Assassinators sometimes target themselves with easy clues.
