What do you recommend for cone material also How would you make the tip blunt

Cone material can be cardstock for short ones, and plastic mylar for long ones. You can use plastic easter eggs for a blunt tip, or even a ping pong ball.

As stated by the rules, each individual launch is tiered differently right so if one launch hits the roof and the other launch is tier 1, for your ranking your tier 1 launch is considered right?

Yes, each launch has its own tier.

Just to make sure, ur best tier is considered of the two launches right. This will initiate more risks as hitting the roof won't be an automatic DQ.

How would you attach the payload to the top of the rocket?

I'm still deciding on the best number of cords. Honestly, they can range anywhere from 8 to 16. Tangling will be an issue no matter how many cords you put on, so more cords are probably better overall.
