I always use a binder without pockets, just in case.

In the additional rules for Astronomy(somewhere under FAQs or maybe Rules clarifications), they say you can remove the pages from the binder while you're doing the event. Just stick everything into page protectors that you think you might need - problem solved.

I know for fossils its definetly not allowed to have sheets in your binder that are not three-hole punched.

I did it at regionals and they looked at my binder but didn't say anything. i'm just wondering if they'll be stricter at states because it isn't allowed in the rulebook.

They'll definitely be stricter at States (at Regionals they often don't even know the rules), so make sure you're following the rulebook to the letter.

If it isn't allowed, DON'T DO IT!

Just because you got lucky once and had a supervisor that didn't know or didn't care about the rule, doesn't mean you'll get so lucky the second time.

I hate seeing teams get penalized, Tier 2'ed, or DQ'ed for failing to follow simple rules.

For fossils, you do not have to hole punch everything. Keeping things inside page protectors is allowed. Also, look for anything weird or extra to bring. For example, in Fossils you can take a magnifying glass, and a clipboard and red-filtered flashlight for Reach fort the Stars.
