In the 2020 rules for cheat sheets in the study events it says cheat sheets are with any information "from any source with out any annotations or labels" does this mean we can't write on our cheat sheets?

I believe it means you can't have things like sticky notes on it, but I could be wrong. My reading of that is that you can have one sheet of paper. Pretty peeved @ Chem Lab rules for aqueous solutions, tbh. Was also peeved @ acids and bases last year, but the aqueous solution rules are worse. So incredibly vague.
And seriously, concentration unit conversions as a States and Nationals topic??????? Why? I understand buffers as a States and Nationals topic, because buffers can be confusion, but unit conversions??

I think the operant word was omitted from your quote: "without any annotations or labels affixed." You can't, for example, affix a sticky note to your notesheet with additional information or annotations.
