As someone who has done indoor bottle rockets (ping pong parachute in Wisconsin) if the rules are similar I do not think it will be a good C event because it is a really easy build and their is such little spread in times it can simply come down to when the timer stops.
2018-19 Events: Amazing Mechatronic :P , Battery Buggy :D , ELG, :o Density Lab, :)

Aww, got my hopes for a second about doing DB as a successor to Thermo, but it’s soley build, not test portion (which I did see coming, however, given it replaces MP)

I've been looking at the trial rules for Detector Building, and it seems much, much, much too easy, especially for anyone with even rudimentary knowledge of Arduinos.

It's so stupid its not considered a build
There is no "build" category. There is the "Technology and Engineering" category, of which all events are builds, but not all build events are in that category. The reason why IBR is considered an inquiry is probably due to the lack of iniquir events.

Meant tech, sorry. Also I doubt it's considered an inquiry due to the lack of inquiry events, they've run >4 builds in the past.
