Does the dowel have to be on the center of the buggy or can it be to the side?

I cut out a block of plywood and drilled a hole in it and glued it to the front of my buggy

Our tech ed teacher printed out a thin 3-d printed thingie, drilled a hole for the dowel, stuck the dowel through it, and attached it to the buggy

I have used both of the above methods, and they both work. No need to knock yourself dead here.
