Are we allowed to bring a protractor and angle the buggy with it?

Is it possible to attach the protractor to the buggy and use it that way somehow, or would you recommend impounding it separately and put it on the floor to angle it?

It is possible. Nothing stops you from doing what you said, thought I'm not sure how that would be more beneficial than just mounting it on the buggy?

How would you mount a protractor to a buggy and make it work (since as you turn the buggy the protractor turns too)?

You could put a tack through the center of the protractor and on the center part of your buggy. This would allow it to somewhat swivel.
