Only one team per school can go. I'm pretty sure all states that have 2 bids don't even let a second team from a single school compete at states.

Yeah, plus only a couple states get 2 bids....(when Texas looses one of its 2 bids, despite the fact that it's one of the largest states and has >3 major cities in it)

This was allowed early on: apparently H.B. duPont had 2 teams at 1986 and 1987 nationals.
