Don't think so.
One could make a reasonable argument for it since they were 19th last year, though personally I'd have ranked them around 22nd or 23rd.

I am certain you've misread a scoresheet or something. This list is missing way too many of the state's strongest teams (the most obvious being both of last year's state champions).
