Yes, sharing 2018 invitational tests is allowed. In general, it is preferred that invitational tests where the tournament explicitly stated that tests should not be shared are not uploaded, as sometimes individuals will get upset if they see certain tests uploaded publicly after the fact.

There is not. Private trades may occur on other sites but there is no central location to do so on scioly.org.
