It may depend on whether your school chooses to administer exams that late. When I took them, IB exams had no make ups so if there was an IB/AP conflict, we'd take the make up AP. And sometimes your make up AP's conflict so one of them is a make up make up.

That's really early for states. NJ is in March.

No idea. Montana is notoriously competitive in-state in Div C (see the wiki), but very much not so at Nationals.
