I'm confused about the bonus, is it like the track on the top or the track on the bottom?

Also how wide is the track? I have a feeling that may have been mentioned elsewhere but...
I would imagine that it depends upon your competition site, but it should be at least 2 meters wide

Probably a stupid question, but where are these proposed rule changes posted? I don't see anything on here.
