Because the scholarships are awarded by sponsors, and so reflect the sponsors' perceived benefits from their sponsorship. I wonder why there are many more prizes for Division C than Division B. They should try to provide an equal opportunity for both divisions, even though Division is a bit (just a bit) harder, and has more high schoolers.
