Is it against the rules/ a deduction to write everything double spaced and have a second person go in and add things in if they have enough time?

I don't really see how that would work, unless I'm misunderstanding you. If you only did half of the write-up, and then put back in at the end what you have time to do? If that's what you mean then no, don't do that. Just practice a bunch of times with a time limit. That will force you to work more quickly and get everything done.

i don't think it would be illegal...we have designated writing parts for each student in the event, and we always check each other's work and everything, so i don't see why you couldn't do that...

Well, you need to go over it at least once so that you practice coming up with an experiment and going through the scientific method, following the rubric on the rules.
