Again, not official, but as a fellow competitor I'd say that you're technically taking material off of the CD, so technically you are breaking the rules.

I was also having trouble glueing blades to the CDs, but my partners and I found that taping the blades with blue masking tape works well to keep the blades secure and reduces drag by preventing wind from catching pockets between the blade and the CD. This will also avoid any risk of a build violation due to disc modification.

rule 3b says that modification to the CD is allowed to affix the blades. So long as the sanded area is only in the attachment area for the blades then I think it is legal. (Just my opinion)

As long as the judges can't tell that there's material missing, maybe... Take 0ddrenaline's advice and submit a clarification! If they say no, I would try super glue or duct tape.

Do what user Noel suggested and there will never be an issue (and will probably give you better results anyways!)

As far as I'm aware, the resistor is in series with the motor. Correct me if I'm wrong.

That is not correct.

In the example diagram, the CD mount hub has a radius of 3 cm. The CD isn't shown in the diagram.
I am an event supervisor for a regional on Saturday.

My interpretation of the 3 cm in the drawing is that no part of the blade can be within 3 cm of the axis of the CD mount hub.

I certainly hope this is correct - My scavenged CD motor uses a magnet to hold the CD in place - i.e. the student blade assembly sits between the motor and the magnet. The magnet is circular with a radius of 2.5 cm.

What say, chalker ?
